DOST chief, UP president test run the first Filipino-developed train


FIRST they laid the track. Now they ride the coach. In the maiden test run last Friday of the country’s first ever train developed by local experts, Department of Science and Technology (DOST) Secretary Mario G. Montejo and University of the Philippines (UP) President Alfredo Pascual personally board the train to see how the ride goes.

Iconic Negrense social realist painter Nunelucio “Nune” Alvarado (1950) is regarded as one of the most prominent contemporary artists in the Philippines. He has won numerous international critical acclaim for his powerful works that mostly portrayed the life and struggles of Negros Occidental’s working class.

Alvarado’s art is a panorama of Philippine life that ranges from the decorative aspects of Negros life such as the colorful fruits and vegetables found in the market; the simple family life that utilizes the bright prints and patterns under the Visayan sun; and on the darker side, the evils of environmental, social and cultural degradation of which he is known for as a social realist.

Recognized for his unique and distinct style of bright-eyed squat and squared figures that employ strong vivid colors and dark lines, Alvarado frequently applies powerful psycho-sexual symbols with a touch of the surreal as he depicts the plight of sugarcane workers, fishermen and traders found in his native Negros Occidental.

According to Janice Busil of News Today, “Alvarado's creations are a bit similar to that of the legendary artist Pablo Picasso. Black is prominent in his pieces, even in murals, and is oftentimes accompanied by a bright color.”

In 1992 he was among the Thirteen Artist awardees of the Cultural Center of the Philippines and twice a recipient of the Philippine Art Awards (Philip Morris Art Awards). In 2004 he was honored with the Patnubay ng Sining at Kalinangan sa Larangan ng Pintura Award by the CCP.

Alvarado has over 50 solo exhibitions and participated in numerous group exhibitions both here and abroad including the prestigious Museum of Contemporary Art in Tokyo, the Queensland Art Gallery and the Asian Art Museum in San Francisco, USA. His works are also part of the collection of the Singapore Art Museum.

DOST installs new Doppler radar in Catanduanes

THE Department of Science and Technology (DOST), through the sponsorship of the Japan International Cooperation Agency(JICA), installed yesterday a new Doppler radar in Bato, Catanduanes. Set in a very strategic location, the Doppler faces the Pacific Ocean and lies in the Bicol area where 90 percent of typhoons pass through this corridor every year. The Doppler radar functions as a sentry that monitors weather conditions that affect not only Bicolandia and the Visayas but most areas in the western side of the archipelago.


“The Doppler radar serves as a sentinel. It is always on guard to provide valuable info on incoming typhoon,” said DOST Secretary Mario Montejo. “Its installation in a highly strategic location like in Bato, Catanduanes is very vital to the government’s disaster preparedness and mitigation program.”

The new Doppler radar is equipped with advanced features such as more extensive weather monitoring, rainfall measurement, and destructive winds tracking. The radar comes with state-of-the-art solid state transmitter that can transmit and analyze information in real time.

Through the Doppler radar, DOST’s Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (PAG-ASA) will be able to detect and track rain-clouds and potential thunderstorms more accurately.

President Benigno Aquino III who inaugurated the project expressed the importance of the Doppler project which he personally pushed, and was attentive to Sec. Montejo’s presentation on the long-term plans on radar systems that are capable of rainfall forecast.

“The DOST is steadfast in its commitment to improve weather forecasting and timeliness of detecting weather conditions,” said Sec. Montejo. “It is our aim to minimize human casualty during weather disturbances.”

Two more Doppler radars will be established to complement the system—one in Aparri, Cagayan province and another in Guiuan, Samar province to be installed in December this year and in September 2013, respectively.

The Doppler radar which costs about P580 million was funded by grant aid from the JICA. The total project cost totals to P1.7 billion.
